It seems like somebody in Congress has had to wait for a long train to pass and is now taking some revenge.  The latest infrastructure bill funds a study to limit train length to 7,500 ft. There are no rules today about train length, with many trains exceeding 12,000 ft.  The railroads aim to move as much freight as possible while operating locomotives at peak efficiency.  Union Pacific has a “Precision Train Builder” that, in ~8 minutes simulates the train route while considering each freight car and locomotive.  This maximizes both safety and efficiency.   
 
The Port of Vancouver, a useful overflow for the congested Southern California ports, suffered flooding that cut off rail and road links.  (It never rains – it pours!)
